California Schools Employee Benefit Organization (CSEBO)

 

The California Schools Employee Benefit Organization (CSEBO), formerly Coastal Schools Employee Benefit Organization, approached Claremont Partners for assistance in exiting its relationship with its existing benefits consultant. The incumbent benefits consultant has sold CSEBO stop-loss pharmacy risk pooling and eligibility management systems that were proprietary products of the benefits consulting firm. It was unclear whether the incumbent's advisory services were providing adequate value to CSEBO, but any change had to considered in light of its impacts to the proprietary products.  Claremont Partners provided strategic direction and administrative support to the CSEBO board and staff in extricating CSEBO from the entangled advisory services and proprietary products.

Subsequently, Claremont helped CSEBO to chart a new course toward membership growth and more predictable financial performance. Claremont introduced the CSEBO board and staff to data driven techniques for improving the health of its members and the long-term sustainability of the plan. A review of existing utilization reports from the carriers revealed significant gaps in primary care utilization. In response, Claremont Partners piloted an initiative with one of CSEBO's member districts called Healthy Habits Incentives. The initiative sought to create awareness at the work-site of available free preventive care visits by offering a cash gift card to employees who obtained recommended primary care visits. (Learn More from the HHI press release) After the successful implementation of the pilot, Claremont worked with additional CSEBO member districts to adopt the Healthy Habits Incentives program in a manner that maintained consistent policies, procedures, and measurement criteria across the districts.
